The architecture, featuring industrial brick warehouses converted into residential or studio spaces, is highly characteristic of inner-city Melbourne, Australia. The mature London Plane trees lining the street are a signature element of the urban landscape in suburbs like Fitzroy or Collingwood. The date stamp and the general aesthetic strongly point to a late afternoon in a Victorian-era industrial pocket of Melbourne. I am quite confident this is in the inner north of Melbourne.
