The red soil and palm trees suggest a tropical region, likely in East Africa. The architecture and the style of the unpaved road are characteristic of suburban areas in Kenya or Uganda. I see a flag in the distance that looks like the Kenyan flag. The vehicles and general urban layout point towards a town in Kenya. I am moderately sure this is in Kenya.

The red earth road and the specific style of the buildings are very common in the outskirts of Kampala, Uganda. The vegetation, including the palm trees, fits the Ugandan landscape perfectly. The Pepsi branding on the vehicle is ubiquitous in East Africa. I am becoming more confident that this is in the Kampala metropolitan area.
