The watermark "Explore Uganda - The Pearl of Africa" is a massive clue. The architecture of the building behind the gate looks like a colonial-era administrative or government structure. The red soil is typical of the region. I suspect this is near the State House in Entebbe, Uganda. I am fairly confident in this location.
