The architecture is distinctly German, characterized by multi-story residential buildings with classic facades. The sign "GRAVE-HOLZHAEUSER.DE" explicitly points to a German company specializing in wooden houses. The road markings and the general urban layout are consistent with a medium-to-large German city. The autumn foliage and overcast sky suggest a northern European climate. I am very sure this is in Germany, likely in a city like Hamburg or Bremen.
