The road markings and the style of the buildings, particularly the modern office block with its distinctive horizontal banding, strongly suggest Germany. The road signs and the general urban layout are characteristic of a medium-to-large German city. The architecture and the construction site barriers are very typical of German urban development. I am fairly confident this is in Germany, likely in a city like Hamburg or Berlin.

The architecture and the "Spielhalle" signage confirm this is definitely Germany. The street layout with the central median and the specific building design point toward a major city, likely Hamburg given the previous assessment. The surroundings look like a typical commercial or office district in a German metropolitan area. I am now quite confident in this location.
