The road signs clearly point toward Narva, Tartu, and Pärnu, which are major cities in Estonia. The sign also mentions "Pirita" and "Lasnamäe," which are districts of Tallinn. The road markings and infrastructure are consistent with European standards. I am very confident this is in Tallinn, Estonia.
